As a result, they give you a paper saying "driver's license submitted to MUP" - you have to drive with it until the plastic card is made.
Russian Government Resolution No. 626 of April 9, 2022 says:
5. Extend by 3 years the validity of Russian national driver's licenses whose expiration dates expire (expired) between January 1, 2022 and December 31, 2023. The extension of validity does not require making additional changes to the specified documents.

In Novi Sad, the inspector had a translation of this resolution in his desk drawer. He checked the dates in the resolution and in the license and accepted the documents without questions. They issued a Serbian driver's license in exchange for such an expired one for a period of ten years.
